In the “modern” recreation of Roman numerals, the letters IV stand for the number four. The I represents one, the V represents five, and, so it was thought, putting the I before V meant one less than five, or four. Since IV is half the letters of the word FIVE, they represent “half” of FIVE. It's a word-play.
When people in the US say “one half”, we usually mean 1/2 (0.5). We would usually say “one and one half” for 1 1/2 (1.5). However, we would read the decimal form of those fractions differently: 0.5 is “zero point five”, and 1.5 is “one point five”, usually.
